burgeeCYC PARKING POLICY

There is NO parking in the driveway along the right-of-way next to the rail fence AT ANY TIME:

bulletThere is NO parking on the ramp at any time (EXCEPTION: CYC Picnics)
bulletThere is NO parking in front of the clubhouse at any time (EXCEPTION: CYC Picnics)
bulletThere is NO parking next to the Optimist and Sunfish Racks at any time.  Please leave about 15 feet to get to the racks. (EXCEPTION: CYC Picnics)
bulletParking is NOW PERMITTED on the grass (one row deep) along the east side of the ramp. Explanation - with the dry sail area having been moved to the west side of the ramp, parking is now permitted (one row deep) on the east side of the ramp on the grass (Board approved 02/11/08).
bulletParking is ONLY permitted in the dry sail area (west side of the ramp) provided it does not interfere with a dry sail space (Board approved 02/11/08).
bulletAny vehicle blocking another vehicle MUST have the keys left in it; also please make an effort not to park on the grass next to the clubhouse.
bulletAll vehicles should have a CYC parking sticker visible on or in the vehicle. The CYC parking sticker must have the members club 'tag' number affixed to the sticker.  The members 'tag' number is included on the club roster which is periodically mailed to members.  A current roster is also posted on the clubhouse bulletin board.  Stickers and stick-on numbers are in a box in the left-most lower cabinet in the clubhouse.
bulletAll trailers parked on club property should have a CYC parking sticker with tag number affixed to the trailer tongue
bulletAll member boats should have a club sticker with tag number affixed in the bow area immediately aft of the state registration numbers.

burgeeBOARD POLICIES

    In the past few years, there has been an increase in the number of larger, exchanges or additional (2nd), member boats docked at the CYC.  Although they bring in additional income to the club, these changes, if ungoverned, put stress on the CYC docks, anchorage and on other members' boats and enjoyment of the club.

    In order to maintain the CYC's focus on sailing while balancing member fairness, wear on docks/moorings and CYC financial impacts, the CYC Executive Board, on behalf of the membership, has formalized a set of policies to provide member guidance in these activities.

burgeeWINTER STORAGE POLICIES

    The CYC provides about 25 areas for winter primary boat storage for the convenience of members who may not have the facilities to store their CYC primary boat in a personal location. CYC winter boat storage must comply with the limits of the current zoning stipulations. Such storage should not prohibit work-party nor other members' normal use of the CYC properties during the short Connecticut sailing/ boating season.  In addition, in the interest of   CYC property maintenance and club ambiance, damage to the lawn and other CYC property must be minimized.

    The Vice Commodore has the authority and responsibility for managing the overall winter storage program, approving members' boat storage requests on a 'first paid-first considered' policy. The Vice Commodore designates appropriate winter storage boat sites, considering the above, the CYC property terrain and individual boats' requirements.

The start date for applying for winter storage to the Vice Commodore shall be Sept 1 of each year. Applications will be in writing and accompanied with a check for the appropriate fees, as set annually by the CYC Executive Board. A notification will be placed in the CYC newsletter.

Boat storage rules are as follows:

1. The primary boat's dimensions are as defined in the CYC primary boat policy.
2. The boats cannot be placed in their designated site until two weeks before the first fall work party and must be removed by the weekend before the Memorial Day picnic weekend.
3. Because of lawn shadowing, the preferred storage areas for platform and pontoon boats are west of the ramp or above the road, off the main lawn.

For boats stored on sites below the road:

4. All boats MUST be on a trailer to allow ease of movement and minimize damage to the lawn.
5. Care must be taken not to cause ruts in the lawn.
6. Any boat covering must be snug to the boat and not cause shadowing damage to the lawn.
7. Boats on the main lawn area must be removed two weeks before the Memorial Day picnic, to allow the lawn to be maintained and members' enjoyable use.

    Any member whose boat does not comply with the above, or which damages the lawn, will be assessed a $50 surcharge above the normal winter storage fees, for each violation. Continued violation of these rules may result in the member not being eligible for winter storage the following year.

    Members who have stored their boat at the CYC in the past, but said boat would currently be in violation of these guidelines, will be eligible to store that particular boat at the CYC, but will be assessed the additional surcharges, as appropriate.  The Vice Commodore will recommend violating members to the CYC Executive board for surcharge approval.

    The Board may make exceptions and changes to this policy and its execution as conditions warrant, to beneficially impact the CYC as a whole.

                                            burgeeCYC BOAT CHANGES &/OR ADDITIONS POLICY

bulletAll boat changes or additional members' boats, kept at the club, require the Board's approval, as requested through, and pre-reviewed by, the Vice-Commodore, who is responsible for maintaining the CYC docks, moorings and boats in a safe and secure manner:
bulletRequests for dock slips or moorings for additional boats must be resubmitted annually.  Decisions by the Board are not required until June 1st, when most new members will have been accommodated, and any  extra slips or moorings have been set aside for potential members, per the Membership Chairperson.
Individual decisions may be made earlier in the year.
bulletOptionally, slips or moorings may be offered, temporarily, to current members with the understanding that they may have to be relinquished to  new members later in the year.

     Assuming availability of suitable dock or mooring space and an appropriately sized boat *,  the preference for approval of requests for a slip or mooring is:
     

  1. Existing member changing primary sail or power boat to a sailboat. 

  2. Existing member changing primary sail or power boat to a powerboat.

  3. Prior year's accommodation of existing members with the same additional sailboat.

  4. New member with a sailboat

  5. Prior year's accommodation of existing members with the same additional power boat.

  6. Existing member with a new additional sailboat.

  7. Existing member with an new additional pontoon, deck or power boat

  8. New member with a pontoon, deck or power boat.

 

    If there are more members with the same request, than can be accommodated, the priority is:

 * Boat size maximums (members' existing boats, with excess dimensions, are 'grandfathered'):
Sail   - LOA 25 FT, Beam 8 1/2 FT
Pontoon / Deck  - LOA 20 FT, Beam 8 FT (due to greater overall mass)
Power   - LOA 20 FT, Beam 7 1/2 FT (due to even greater overall mass)

 ** Requests by Existing Members:
 Requests to change the member's primary boat to, or to add an additional, power, deck or pontoon boat may be submitted after five full years of membership.

 Sunfish (and similar types) do not count as primary boats for any changing. If the ‘sunfish’ is the member’s only current boat, then the boat being requested, and accepted for dockage becomes the primary boat. Once accepted, it is the member’s permanent boat, and does not require re-requesting every year.

burgee MEMBERS' USE OF CLUB

Based on the assumptions of mutual respect for one another and the CYC facilities, the following member responsibilities for facilities-use were approved by the general membership:

    1.  No fee can or will be charged.
    2. The Club assumes no responsibility for member/guest safety.
    3. A party of 20 or more must be registered with the Social Chair and obtain Board approval (The board meets on the second Monday of each month, so plan ahead.)
    4. Parties cannot conflict with the events on the Club's Published Schedule.
    5. The member will be responsible for cleanup and club property.
    6. All the garbage will be bagged and put in the dumpster.
    7. The member must be in attendance and maintain control.
    8. A fine will be levied if the cleanup is not done or there is property damage.  The amount of the fine will be determined by the Board.
    9. Future party requests may be denied based on past performance.
    10. The party cannot monopolize club facilities.  (Grill, Clubhouse, etc.)
    11. The gas grill is there to be used.  If you are planning to cook large quantities of food, be prepared to use the charcoal pit.  (Bring your own charcoal)
    12. Member must inform guests that swimming is at their own risk.
    13. Member must inform and enforce the Club
    Alcohol Policy.
    14. If the Sunfish or the Hobie is used, all boats and equipment must be put away properly.  Life jackets are mandatory!
    15. The Committee Boat and Safety Boat are not to be used for rides or tours.
    16. The party should be quiet by 10PM and over by 11PM
    17. Member will ensure zoning stipulations are maintained. (i.e, no parking on the public roadway)
      
    18. CYC Dog Policy
    No dogs are allowed on CYC property, except to transport a member's dog to and from a member's boat.
    Such transfers should be under short-leash control. Should nature call while in-transit, pickup quickly.

SECURITY

LAST TO LEAVE THE CLUB?  PLEASE LOCK UP!

REMEMBER: this is your PRIVATE club. Please challenge anybody you don't know to see if they are a member. 
A chain and lock have now been installed across our ramp.  The combination for the lock is the same as the one used for the sail loft.

Please replace the chain and re-lock it when you are done with the ramp.  On Sundays or during large events, the last person using the ramp should lock it up.  If you find the ramp unlocked at any time and you are the only one at the club, please lock it up, just like you would the sail loft or the clubhouse.

  The dinghy rowboat for those members on moorings belongs on the DRY SAIL DOCK.  Please don't leave the dinghy tied up at the end of the dock for extended periods ...  it will get battered to pieces.  Also, secure the dinghy with the lock and chain provided.  The combination is the one used for all other club combination locks.

  *For themselves, their families' and guests' consumption and actions:
 *No members should allow MINORS to consume alcohol at the CYC.
  *Members should NOT let members D.U.I.
 Members are empowered to communicate this policy one-to-one, as necessary.

burgee CHANGE of RACE COMMITTEE RULES

*Race Committee (RC) hours are set at 4 per member per Sunday.  (The stewards are doing the course setup and takedown);
Each new member you train while doing RC, you get 2 extra hours.
*There will be a straggler rule in place. In the Scot fleet, boats not finishing within 45 minutes of fleet's first finisher will be
scored DNF.  Cruiser fleet time limits will be printed in the Race Committee manual.
*The second fleet start will now be 5 minutes after the first fleet start.

Please leave the keys in your car, especially at the picnics and work parties!!  Every year someone locks his car and invariably blocks 3 other cars from moving.
         Please remember not to do this to your fellow members!

burgee  CONNECTICUT BOAT CERTIFICATES
    
Boat registration stickers should be on your vessel by April 1st, or prior to being launched.
 The enforcement people will be checking them around Memorial Day.  Any vessel with an inboard or outboard engine or any boat over 19 feet in CT. must register their boats within 60 days of launching. They do  check and they do keep track!
